PPWR stands for Packaging and Packaging Waste Regulation. It is an EU law reducing packaging pollution and promoting a circular economy.
What does PPWR do?
- Regulates the types of packaging that can be sold in the EU
- Establishes standards for materials, production, recyclability

The new PPWR regulation was officially published by the EU on January 22, 2025. It clarifies its effective date and deadlines.
It formally takes effect 20 days post-publication, primarily as a legal formality.
Most PPWR rules apply from August 12, 2026, with some definitions and requirements binding earlier. On this date, the existing Packaging Directive 94/62/EC will mostly be repealed, though certain transition periods will remain.
By 2030, the measures are expected to significantly reduce greenhouse gas emissions and water use, while preventing and reducing the adverse impacts of packaging and packaging waste on the environment and human health.
The new rules include:
- Restrictions on certain single-use plastics
- Reducing packaging weight, volume, and waste
- 2030 and 2040 recycled content targets for packaging
- Reducing harmful substances, with PFAS limits in packaging.
